There is growing awareness that societal and economic development will be significantly influenced by the remaining carrying capacity of the environment. When this carrying capacity is exceeded, outward signs of pollution manifest and beneficial use of natural resources decline. A significant component of what a suitable environment for societal development is would be the availability of adequate quantities of good water. The latter is in turn impacted on by good sanitation without which sources of water can be compromised. The Lien Foundation (www.lienfoundation.org) with Nanyang Technological University (NTU) founded the Environmental Endeavour. The latter embodies the Lien Environmental Fellowship (LEF) and Lien Aid (www.lienaid.org) programs. While Lien Aid has a bias towards project implementation on site, the Lien Environmental Fellowship Program seeks activities in education. The ideal outcome and arrangement would be for implementation to follow education so that tangible benefits can accrue beyond the fellowship recipient and to a community.
The Environmental Endeavour with its component programs are a member of the NEWRI ecosystem (www.ntu.edu.sg/newri), a major environmental science and engineering R&D organization in terms of scale and domain coverage. The NEWRI ecosystem provides a suitable background and support for technology development in terms of mentors, peers, and laboratory/workshop facilities.
We are pleased to invite your interest in providing proposals for the Lien Environmental Fellowship Program. The Fellowship Program proposal shall be the basis for selection of successful candidates for a program at NTU. The initiative argues for identifying candidates who work at a university or research institute and who has the desire to help his/her community so that the people can be better served with clean water, good sanitation, and renewable energy (can be any one or combination of the three areas identified). The Fellowship funding is intended to cover the expense of the successful candidates’ travel to Singapore and the stay at NTU (i.e. cost of travel, accommodation, and living). The candidate may propose his/her duration of stay in NTU but this period shall not exceed 6 months. During his/her stay at NTU, the Fellow may audit classes, attend seminars and join discussion groups, and interact with his/her NTU mentor professor (and his research group). This is intended to be helpful to the Fellow in his/her future efforts in education and research upon returning home. The primary purpose of the Fellow’s stay at NTU is, however, to – (i) have time with his/her mentor to better conceptualize the proposed project which was first described in the Lien Environmental Fellowship Program proposal, (ii) test the idea/s in the laboratories, (iii) discuss with NEWRI’s development engineers on prototyping issues, and (iv) begin detailing implementation plans and costing with Lien Aid’s implementation engineers. These engineers may then travel with the Fellow back to his/her community to assist in implementation of the first project. The primary and necessary outcome of the Fellow’s stay at NTU will be the Lien Environmental Fellowship Program Report. The Fellow shall present his/her report to a panel which shall then decide if additional funding should be provided to enable the Fellow upon returning home to implement the proposed project in his/her selected community. A crucial element in the assessment will be estimation of the desire of the target community to participate and self-help at the implementation stage. In essence the program seeks to start with a concept and a target community, continues in the laboratory, and is then applied to benefit the target community.
Your Lien Environmental Fellowship Program proposal should not be more than 5 pages long (per proposal) and include the following information in the order shown:
(i) Heading and Title of the project (the first page should have the heading in capitals and at the top of the page – “LIEN ENVIRONMENTAL FELLOWSHIP PROGRAM - PROPOSAL FOR SEPTEMBER 2010 COHORT”,
(ii) Names of the program’s principal investigator and collaborators if any (but only one member of the team shall be supported by the Fellowship Program and this person shall typically be the principal investigator),
(iii) Home institution/s of the applicant/s,
(iv) Address and other contact details,
(v) Date,
(vi) Definition of the problem (e.g. type, impact, location),
(vii) Scale (e.g. how large is the affected community or area and to what extent has the impact been felt by the community),
(viii) Details of the proposed solution,
(ix) Description of the science behind the proposed solution,
(x) Description of the engineering which is expected would be needed to create the solution,
(xi) Discussion on how easy it would be to transfer this solution to other communities which can benefit from it, and
(xii) The level of commitment (e.g. in terms of time) the applicant can make to the project at various stages, and the level of support he/she can expect from his/her parent institution and target community.
Do note you are not, at this stage, required to cost the project if it is implemented.
In addition to the above, the applicant must attach his/her CV which should not be more than 3 pages long. The CV should include a recent photograph of the applicant.
The successful candidate can expect the following financial support from the Lien Environmental Fellowship Program:
(a) 1 return economy airfare from Fellow’s country to Singapore;
(b) Accommodation shall be provided and this shall be on campus at NTU whenever possible;
(c) A monthly allowance of S$2500 for the duration of the Fellow’s stay at NTU;
(d) Laboratory and prototyping costs shall be provided for.
